The Fire Division Chief of Training and Professional Development is an executive and administrative position who manages Fire Training Division within the Fire Department.
Periodic rotation of divisional assignments will be at the discretion of the Fire Chief.
A Fire Division Chief shall perform a wide variety of administrative and managerial duties for the Fire Department; coordinate assigned activities with other City departments, divisions, and outside agencies; and provide highly responsible staff assistance to the Fire Chief.
Essential Functions Administer department policies and procedures for the management of instructional resources, staff, facilities, records and reports.
Create, deliver, and manage training programs.
Ensure accurate documentation of training events in the records management system.
Ensure maintenance of required fire certifications and licenses for department personnel; maintain records as required by law.
Maintain facilities and props used during training.
Coordinate with mutual aid agencies on inter-department training.
Act as liaison to mutual aid departments.
Conduct public information/education classes related to fire prevention, hazardous materials, disaster preparedness, and other department activities.
Formulate budget needs to identify and document the resources required to meet training goals.
Assist the Fire Chief in coordinating and managing the fire department budget process, including preparation and monitoring of the operating and capital budgets, and recommendations for adjustments and capital expenditures.
Seek out and identify grant opportunities that support department training goals.
Work with City staff to apply for, and if awarded, manage grants to ensure compliance.
Participate in ongoing firefighting, technical rescue, hazardous materials, and other related training; stay abreast of new trends and innovations in the field of fire prevention, suppression, training, and management.
Demonstrate an ability to provide training and evaluation of firefighters, recruit firefighters, and firefighter applicants.
Create and submit for the Fire Chief’s approval, an annual training plan.
Conduct short and long range training plans for the department which includes conducting effective training courses and seminars to management, supervisory, and front-line fire department personnel.
Evaluate and review performance to assess training needs.
Monitor and observe department activities and personnel to ensure conduct and performance conform to department standards, policies, and procedures.
Assist the Fire Chief in periodically reviewing and updating department policies, procedures, and guidelines.
Assist the Fire Chief with recommendations for hiring and promoting members.
Create and/or assist with the development of entry level and/or promotional testing procedures for personnel.
Investigate complaints and concerns involving department personnel.
Make recommendations to the Fire Chief on actions to take according to department and/or City policy.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Respond to public requests to schedule fire department participation at various events, station tours, and education or training requests according to department policy.
Work with employees to correct deficiencies and implement disciplinary procedures as needed.
In collaboration with the Fire Chief, oversee subordinate staff by providing work direction, resolving problems, preparing shift assignments and station assignments, and setting deadlines to ensure completion of organizational functions.
Organize emergency services for special events involving the Fire Department.
Develop and coordinate the delivery of Fire Department training programs to all department members.
Ensure completion of all minimum training hours as indicated by annual training plan, ISO, or other relevant guidelines and/or licensure requirements for all department members.
Coordinate and ensure adequate training is provided to new personnel to allow them to safely operate and deliver effective customer service when they are placed into line positions.
Develop career roadmap detailing training and/or education needed by job classification.
Manage all aspects of fire, technical rescue, hazardous materials, and ARFF responses.
Ensure fire personnel have adequate training and equipment to effectively and safely respond.
Maintain oversight and records of fire apparatus and equipment to insure required maintenance and repair is being conducted to maintain the safe and working order of the apparatus and equipment.
Write purchasing specifications for fire apparatus and oversee the purchasing of all fire apparatus.
Evaluate use and maintenance records of fire apparatus and equipment in order to predict useful life span and determine a replacement schedule.
Act as Fire Department representative in Emergency Operations Center.
Work closely with Grand Island/Hall County Emergency Management to coordinate tabletop, functional, and full scale drills involving the Fire Department.
Coordinate training, drills, and other activities with agencies outside of the Fire Department.
Participate in the development and implementation of large scale emergency plans.
Work within the Fire Department management team to develop and implement departmental goals and objectives.
Participate in the development and administration of the fire department budget; assist in directing the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement mid-year adjustments.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Fire Chief; implement improvements.
Assist in labor relations activities as related to the Fire Department; provide advice and assistance to the management negotiating team.
Participate on a variety of boards and committees; attend and participate in professional group meetings; act as a representative for the fire department, stay abreast of new trends and innovations in the emergency response field.
Maintain a variety of records and reports related to fire department activities and enter such data into the computer.
Insure that records are properly documented by periodically checking the accuracy of entries.
Provide responsible staff assistance to the Fire Chief; prepare and present staff reports and other necessary correspondence, including monthly and annual reports to the Fire Chief.
Direct firefighting and rescue operations; respond to alarms as incident commander, incident safety officer, or other position designated within the incident command system as determined by the on-scene incident commander.
Fire Division Chiefs will respond on all third alarm working fires or sooner if requested by the on-scene battalion chief.
Coordinate and/or investigate fire incidents to determine the origin, cause, and loss value of the incident; collect evidence and participate in the prosecution activities as required.
Manage fire investigation reports and insure records are stored according to state statute.
Review NFIRS reports for accuracy and completeness; submit to State according to policy.
Oversee the procurement and timely replacement of PPE and related equipment for personnel.
Communicate professionally with the news media concerning matters related to fire department operations.
Participate in continuing education as approved by the Fire Chief.
Display a willingness to assume and visibly demonstrate mentoring and coaching, role modeling and leadership to staff members by recognizing and developing talent.
Display honest, trustworthy, and ethical behavior when dealing with internal and external customers.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Regular attendance that is punctual and dependable is required.
Perform other duties as assigned.
Qualifications Knowledge of: Principles, practices, methods and techniques of modern emergency medical services, fire prevention, fire investigation, and suppression activities.
Firefighting practices, skills and abilities required of subordinate Fire Department personnel.
Procedures and practices of Fire Department training programs.
Modern firefighting methods and equipment.
Procedures and practices of fire investigations.
Proper utilization and maintenance requirements of fire apparatus, equipment, tools, devices and facilities.
Applicable laws, rules, regulations, ordinances and codes pertaining to emergency medical services, fire prevention, inspection and suppression.
First aid principles and practices and emergency medical services.
Modern office practices, procedures, methods and computer equipment.
Hazardous materials and safety procedures for handling such materials.
Pertinent Federal, State, and local laws, codes and regulations.
Ability to: Be tobacco free upon hire and remain tobacco free as a condition of employment.
Pass a Self-Contained Breathing Apparatus fit test with Department SCBA as a condition of employment.
Use Self-Contained Breathing Apparatus and protective clothing to prevent exposure to hazardous materials and infectious diseases.
Plan, assign and objectively review the work of firefighters.
Organize, direct and implement a comprehensive Fire Department training program.
Deliver public presentations and speak before a variety of organizations and the general public.
Plan, coordinate and organize training activities and develop procedures for Departmental improvement through training classes and programs and the general distribution of information.
Train personnel in emergency medical services, fire suppression, fire inspection, technical rescue, and hazardous materials management.
Maintain good physical condition and professional composure at all times.
Work under pressure and make reasonable and sound decisions in emergency situations.
Meet the physical requirements necessary to safely and effectively perform the assigned duties.
Maintain a pleasant disposition, appearance and attitude.
Motivate employees to work effectively and efficiently.
Interpret and explain departmental and City programs, procedures and legal requirements to Officials, Officers and the general public.
Communicate clearly and concisely, both orally and in writing and have an excellent command of the English language.
Work at heights greater than ten feet.
Work on uneven surfaces using powered and hand tools.
Properly wear all safety equipment.
See and read gauges, trouble lights and control panel screens.
Perceive red, yellow, and blue colors to recognize hazards identified by fire diamonds.
Visual acuity of not less than 20/40 in one eye, and 20/100 in the other eye, corrected to 20/20 in one eye, and 20/40 in the other eye display adequate color and peripheral vision in both eyes.
Hearing that will allow individual to safely perform all essential job tasks.
Examples: voice commands, radio traffic, PASS devices, audible signal to withdraw.
Work for long periods of time, (24 hour periods or more) without sleep or rest due to ongoing emergencies, requiring sustained physical activity and intense concentration.
Work in heat/cold, fumes, dust, noise, water, oil and grease.
Work in both outdoor and indoor environmental conditions, confined spaces, and with moving mechanical parts.
Make fine, highly controlled muscular movements to adjust the position of control mechanisms such as operating levers, pedals, and valves.
Perform heavy lifting and physical maneuvering.
Lift arms above shoulder level to cut vent holes with an axe or to force entry into automobiles using specialized tools.
Operate a computer terminal and applicable programs.
Operate a variety of audio-visual equipment.
Respond to requests and inquiries from the general public.
Supplemental Information Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be: Experience: At least 10 years of progressive fire service experience with at least three years at the rank of Captain or higher.
Education: Bachelor’s degree in Fire Science, Fire Administration, Public Administration, Business Administration, or a closely related field.
License or Certification: Employee must possess a valid driver’s license and maintain insurability as determined by the City’s insurance carrier.

Possession of, or ability to obtain and maintain within one year of appointment the following: Valid NREMT or State of Nebraska, Emergency Medical Technician or Paramedic certification Hazardous Material Technician Incident Safety Officer Fire Instructor II Fire Officer II or higher NIMS - ICS 100,200,300,400,700 and 800 Residency: Establish residency within a 12 mile radius of Grand Island city limits within 6 months of employment.
Civil Service Testing Process: A Civil Service Examination will be administered to qualified applicants.
Testing will be completed in January 2024.
Testing date and details will be released at a later date.
